I think the first design is the most impactful. People are complaining about getting bored and doing nothing when it really is not the end of the world and people are essentially saving lives by staying inside. It really puts this moment of time in perspective for people who may not fully grasp the severity of the situation or the true impact that their actions have on others. I would suggest that you change the color of the text because the black is a little hard to read when it is overlapping the two pictures. Maybe you could change it to a brighter color so it really grabs the viewer's attention.
